Description
What is changing?
This PR adds UTR support for auto encryption tests.
As a part of this work, I made the
entities.tsdepend onconfig.ts. This uncovered a circular dependency between utils and flaky.ts. This caused the dependency action to fail. I resolved the circular dependency by removing the TestBuilder and UnifiedTestBuilder from utils into a separate file. This removes any dependency on the unified test runner from the utils file.Is there new documentation needed for these changes?
